Blackburn has a population of about 100,000, and was started as a mill town where textiles were produced in, as early as the 13th century. Back then wool was used in houses, as part of a domestic system, which was done by Flemish weavers that settled in the area as early as the 14th century. Their arrival in Blackburn caused an evolution in the woollen cottage industry, and made the practice much more commonplace. In the following centuries the textile industry evolved and factories started appearing during the industrial revolution. Blackburn was one of the first towns to embrace the industrialization of the business.

During the middle 20th century the textile business in Blackburn started to decline, and had an influx of Muslims to it which now consist of about a quarter of the population, which is the highest percentage of the population in the United Kingdom. During the last 60 years Blackburn has developed in other areas, and has become a tourist attraction - partly due to it having such a long and extensive history.
